This is the lidded sugar bowl in the Kabul pattern from Churchill's Ports of Call range by Jeff Banks. Sadly this item is missing it's lid and is sold as a spare base. 

The UK company, Churchill have produced a large range of patterns in Jeff Bank's Ports of Call range. Amongst the most popular of these was the Kabul pattern. Items are now becoming more difficult to obtain in this range.
