This is the gravy or sauce boat stand in the Lumiere pattern, from Marks and Spencer. 

Marks and Spencer discontinued sales of Lumiere several years ago. The pattern was manufactured for them by Royal Doulton and, sold under the St Michael brand, is now much sought after.
