This is the lovely tea plate from the Peter Rabbit range of tableware produced by Wedgwood, and based upon Beatrix Potter's Peter Rabbit books.

The wording around the outside of the plates reads "Peter was not very well during the evening. His mother put him to bed, and made some chamomile tea; 'one table-spoonful to be taken at bed-time'."
